During the “10th Five-Year Plan” and “Eleventh Five-Year Plan” period, the country has taken the inspection and inspection system of agricultural product quality and safety as an important support for the development of agriculture and rural economy, and planned and constructed it. Especially during the “Eleventh Five-Year Plan” period, the inspection and inspection system for agricultural product quality and safety was listed as one of the key construction projects in the new socialist countryside and included in the eleventh five-year plan for national economic and social development. In August 2006, the state officially launched the National Plan for the Construction and Inspection of Quality and Safety of Agricultural Products (2006-2010), and arranged special funds to increase the investment in the inspection and testing system of agricultural product quality and safety, with a total investment of over 5 billion yuan.

According to the relevant person in charge, in accordance with the "Agricultural Product Quality Safety Law" and the positioning of agricultural product quality and safety supervision, the agricultural product quality and safety inspection and inspection system is based on national (industry) standards, with advanced equipment as a means to ensure a reliable experimental environment. The technical guarantee system for scientifically monitoring, appraising and evaluating the agricultural production (including the agricultural ecological environment and agricultural inputs) and the quality and safety of agricultural products is an important means for the government to implement supervision over the quality and safety of agricultural products. It is responsible for the production of the government and the vast agricultural products. Providers, operators, and consumers provide important functions for technical decision-making, services, and consultation. They have a very important role in improving the quality and safety of agricultural products and ensuring that there are no major agricultural product quality and safety incidents.

In order to meet the new situation and new tasks faced by the quality and safety supervision of agricultural products, the National Development and Reform Commission and the Ministry of Agriculture, on the basis of the construction of the “Eleventh Five-Year Plan”, have prepared inspections and inspections of quality and safety of agricultural products for quality inspection agencies that have not yet been built and lack the ability to detect.
