Petrochemical Association recently issued a report on the fertilizer policy to the State Council

Chemical News, April 21 news: Following China's Phosphate Fertilizer Industry Association "on the request to address the plight of the phosphate fertilizer industry is facing a report," after Wen Jiabao's instructions, another fertilizer industry report has been an important instruction of the State Council leadership.

From the end of February this year to the beginning of February this year, the Ministry of Commerce and the China Petroleum and Chemical Industry Association formed a joint investigation team to investigate the issue of fertilizers in Shandong, Shanxi, and Henan. The China Phosphatic Fertilizer and Nitrogen Fertilizer Industry Association also participated in the survey. On the basis of the report on the situation of "fertilizers," which was submitted to Vice Premier Zhang Dejiang, he was given the instructions of Vice Premier Zhang Dejiang, Deputy Prime Minister Li Keqiang and Vice Premier Hui Liangyu.

On April 8th, Deputy Deputy Zhang Dejiang instructed: “Please read Deputy Prime Minister Ke Qiang and Deputy Prime Minister Liang Yu. Please suggest that the Development and Reform Commission should take the lead in studying the issues facing fertilizer production.”

On April 9th, Vice Premier Hui Liangyu instructed: "I agree with Comrade Dejiang."

On April 10, Deputy Prime Minister Li Keqiang instructed: “Please ask the Development and Reform Commission to seriously study with the relevant departments.”

The Fertilizer Situation Report made three suggestions:

First, implement the national, commercial, and production enterprise trinity fertilizer reserve system. The chemical fertilizer reserve will be further tilted toward the production companies. According to the characteristics of the production-oriented enterprises, the corresponding light-stocking unit access thresholds will be formulated, and conditions will be met with active production. The company has incorporated the chemical fertilizer storage system.

Second, we should appropriately increase fertilizer exports, reduce off-season export tariffs, and appropriately extend off-season time.

Third, set up a national special fund for chemical fertilizers to solve the problem of shortage of production liquidity for enterprises and help fertilizer companies survive the crisis to ensure the safety of the fertilizer industry.
