Taiyuan area still mainly sells country III cars

After the implementation of the new standard, the national III heavy truck cannot be listed locally, and the foreign country III car cannot move into the Taiyuan area; however, the dealer is not prohibited from selling the national III heavy truck. Since the local country III heavy truck is nearly 30,000 yuan cheaper than the national IV car, it can be used in the surrounding areas of Taiyuan. Therefore, in the past five months, the local heavy truck market is still mainly sold in the national III model.

The reporter learned from the dealers that other parts of Shanxi will fully implement the National IV standard from January 1, 2014. Moreover, after January 1, 2014, the new national III heavy truck will not be able to be licensed in Shanxi.

As the National IV standard is expected to be implemented in the province, many interested buyers in the province are rushing to purchase the National III heavy truck before the implementation of the National IV standard. “In many places, there is even a phenomenon of buying the National III vehicle inventory.” It can also be seen that the sales of heavy trucks nationwide in November have soared, and one of the internal reasons is this.

Recently, many heavy truck dealers in Taiyuan City no longer accept orders from customers for China III. A heavy truck dealer said that unless it is a stock model, "take time" to buy, the remaining 10 days may still have time to get on the card. "After December 31, after the implementation of the National IV standard in Shanxi Province, the National III car may not be able to get the Shanxi card." In terms of the immigration policy, the National III heavy truck will not be allowed to move into Shanxi Province next year, and there is no policy constraint on moving out.

Over the years, the oil product upgrade has lagged behind, which is the biggest obstacle to the upgrading of China's automobile environmental protection standards. The upgrade of the IV standard for heavy trucks has also encountered this problem. According to media reports, the Ministry of Environmental Protection has issued a document saying: "In view of the fact that the supply of vehicle diesel that meets the requirements of the National IV standard is still not in place, it seriously restricts the implementation of the National IV standard. To ensure the implementation of the standard, it is decided according to the actual fuel supply of the vehicle. Implement national IV standards by model and sub-region."

Since the implementation of the heavy-duty national IV standard in Taiyuan City since July 2013, the supply of local IV diesel has not been able to keep up, which directly affects the local sales of the national IV heavy truck.

"There is no one to buy the National IV heavy truck." According to one dealer, the number of national IV heavy trucks in Taiyuan City is very small, and only some natural gas heavy trucks that meet the national IV standard are on sale. However, the natural gas heavy truck is 80,000-100,000 yuan more expensive than the national III diesel vehicle. This price gap has discouraged many users. Although natural gas is nearly half cheaper than diesel, the gas station in Taiyuan is “just a few”. Even if you buy a natural gas heavy truck, it is not convenient to refuel.

When will Taiyuan City supply National IV diesel? A local heavy truck dealer said, "It is not clear." He explained that in fact, the difference between the national III and the national IV heavy truck, "mainly in the tail gas treatment", the national IV heavy truck can add the country III diesel, "as long as the three filters are often cleaned, good maintenance, there will be no major problems." Regarding vehicle urea, Taiyuan currently has no local supply. The dealer hopes that after the full implementation of the National IV standard in Shanxi on January 1 next year, the national IV diesel and vehicle urea will speed up the supply.

Jincheng, Datong IV heavy truck rare sales

Jincheng City is the only region in Shanxi Province except Taiyuan that implements the National IV standard. After the implementation of the heavy-duty national IV standard on July 1, the National III heavy-duty truck could not be used in the local area and can only be used in the surrounding areas.

"Our country IV heavy trucks are only available soon, the price is tens of thousands of dollars, who buys!" Jincheng a heavy truck dealer said that after the implementation of the national IV standard, most of their country III stock cars sold to Jincheng In the area where the country IV is implemented, “a car is worth tens of thousands”. He bluntly said, "This year's business is not good, afraid of holding hands." Until recently, the dealer who had processed the National III car inventory began to sell the National IV heavy truck.

It is understood that the Jincheng National IV heavy truck is about 30,000-460,000 yuan more expensive than the National III. After the implementation of the new standard, the foreign country III heavy trucks can no longer move into Jincheng, but the foreign country III heavy trucks can go on the road in the local area, "no one is in charge."

Local oil upgrades have also stagnated. National IV diesel has not been supplied, the national IV heavy truck can only be added to the country III diesel, and the vehicle urea is not available. "So I can't do it now!" a local heavy truck dealer exclaimed. However, he believes that at this stage, it is “a transitional period”. When the country’s IV diesel and urea are supplied, and other countries have implemented the national IV standard, the sales of the national IV heavy truck may enter the formal.

The Datong area has not yet implemented the National IV standard, and the National III heavy truck still dominates the local market. The reporter was informed that the National IV heavy truck was also sold in Datong, but because the price is nearly 40,000 yuan higher than the national III, there is currently no one to buy. According to the policy, the National III heavy truck can no longer be transferred to the local area.

Welding Protection

PERSONAL PROTECTION

It is essential that the operator and helpers be properly clothed and protected because of the heat, ultra-violet rays, and sparks, produced by the arc welder (See Figure 3). For body protection a pair of fire retardant long sleeved coveralls without cuffs is a good choice. Always avoid clothing with tears, snags, rips, or worn spots as these are easily ignited by sparks. The sleeves and collars should be kept buttoned. The hands should be protected with leather gauntlet gloves. A pair o high top leather shoes, preferably safety shoes, is good protection for the feet. If low shoes are worn the ankles should be protected by fire resistant leggings. Eyes should be protected by transparent goggles if the person wears prescription glasses or safety glasses if not. A welding helmet or hand shield with filter plate and cover plate is mandatory for eye protection from the harmful rays of the arc. The filter plate should be at least shade #10 for general welding up to 200 amps. However, certain operations such as carbon-arc welding and higher current welding operations require darker shades. Never use a helmet if the filter plate or cover lens is cracked or broken. A flame-proof skull cap to protect the hair and head as well as hearing protection in noisy situations is recommended.
Plastic disposable cigarette lighters are very dangerous around heat and flame. It is very important that they not be carried in the pockets while welding. Always provide protection to bystanders or other workers by welding inside a properly screened area, if possible. If unable to work inside a screened area then protection to others should be provided by a portable screen or shield, or by their wearing anti-flash goggles.

SAFE OPERATION OF THE WELDER

It is important that anyone operating an arc welder be instructed on its safe use by a qualified teacher or welder.
Because of their potentially explosive nature, we strongly recommend that no welding, cutting, or hot work be attempted on used drums, barrels, tanks, or other containers under any circumstances.

If possible, work to be welded should be placed on a firebrick surface at a comfortable height. Welding should never be done directly on a concrete floor. Heat from the arc can cause steam to build-up in the floor which could cause an explosion. The welder cables should be positioned so that sparks and molten metal will not fall on them. They should also be kept free of grease and oil and located where they will not be driven over.

Electric welders can kill by electric shock. If the welding operation must be done on steel or other conductive material an insulating mat must be used under the operator. If the welding area is wet or damp or the operator is actively perspiring then he/she should wear rubber gloves under the Welding Gloves.

It is easier and safer to establish an arc on a clean surface than a dirty or rusty one. Therefore, metal should always be thoroughly cleaned by wire brushing or other method prior to welding. When chipping slag or wire brushing the finished bead the operator should always be sure to protect his eyes and body from flying slag and chips. Unused electrodes and electrode stubs should not be left on the floor as they create a slipping hazard. Hot metal should be handled with metal tongs or pliers. When quenching hot metal in water it should be done carefully to prevent painful burns from the escaping steam. Any metal left to cool should be carefully marked "HOT" with a soapstone. When welding is finished for the day or suspended for any length of time electrodes should be removed from the holder. The holder should be placed where no accidental contact could occur, and the welder should be disconnected from the power source.

SAFETY PRECAUTIONS FOR ENGINE POWERED WELDERS
Always operate in an open well-ventilated area or vent the engine exhaust directly outdoors.
Never fuel the engine while running or in the presence of an open flame.
Wipe up spilled fuel immediately and wait for fumes to disperse before starting the engine. *Never remove the radiator pressure cap from liquid cooled engines while they are hot to prevent scalding yourself.
Stop the engine before performing any maintenance or trouble shooting. The ignition system should be disabled to prevent accidental start of the engine.
Keep all guards and shields in place.
Keep hands, hair, and clothing away from moving parts.
FIRST AID

The welding area should always be equipped with a fire blanket and a well stocked first aid kit. It is desirable that one person be trained in first aid to treat the minor injuries that may occur. All injuries, no matter how minor they may seem can become more serious if not properly treated by trained medical personnel.
