Among the 4 trillion yuan of investment that has driven domestic demand, there are 210 billion yuan for energy-saving emission reduction and environmental protection. In the ten major industrial development plans, energy conservation and emission reduction are also regarded as one of the key contents of the revitalization of various industries.

At present, China has achieved positive results in energy conservation, emission reduction and the development of a green economy. In this regard, Zhou Tienong explained with a set of data: In the past 4 years, China's energy consumption per unit of GDP fell by 15.6%, energy saving was 490 million tons of standard coal, 1.13 billion tons of carbon dioxide emission was reduced, and sulfur dioxide and chemical oxygen demand were reduced. The two emission reduction targets have been completed ahead of schedule; in 2008, renewable energy utilization reached 250 million tons of standard coal; in 2009, China’s clean energy investment scale ranked first in the world and exceeded 200 billion yuan; by the end of 2009, China was renewable. The share of energy in primary energy has reached 9%, and the forest coverage rate has reached 20.36%.

Zhou Tienong said that at present, China still faces many problems and challenges in developing a green economy. These problems and challenges are mainly concentrated in the weak development of green technologies, insufficient international exchanges and cooperation in energy-saving and emission reduction technologies, and the limited scope of related technology transfer between developed countries and China. “We hope that the developed countries will achieve mutual development while assisting developing countries in fostering a green economy through technology transfer, capital assistance, and market liberalization.”
